ARBOR CHARTER TOWNSHIP The regular monthly meeting of the Ann Arbor Charter Township Board of Trustees was called to order by Supervisor Langford at 7:40 p.m. at the Township Hall, 3792 Pontiac Trail, Ann Arbor, MI 48105. Present: Supervisor Elizabeth Langford, Clerk Catherine Braun, Treasurer Virginia Forshee, Trustees John Allison, Della DiPietro, Michael Moran. Also present: Attorney Sandra Sorini, Engineer Roger Gaugler, Fire Chief Ericson. Absent Trustee Richard Dieterle No one signed up for Citizen Participation for discussion of agenda items. Approval of Minutes: Moran moved approval of the July 16, 2001 minutes. Allison supported and motion carried. Zoning Changes: Allison moved approval of the Fahmie - Whitney Zoning Change, 4555 Pontiac Trail from A-1 to R1A (09-03-200-007). Moran supported and motion carried. Private
Road Ordinance: Engineer Gaugler referenced his May 3, 2001 memorandum. AT&T Cellular Tower: Gaugler reviewed his memorandum of August 16, 200l. Moran moved approval of the Wireless Telecommunications Site Agreement, located at the Water Tank Site in Ann Arbor Charter Township contingent upon all of Gauglers comments in his memo being met, approval of the Planning Commission of the Site Plan changes and amendment to the agreement that the tower will be sized for four carriers DiPietro supported and motion carried. Sheriff Contract: Moran moved approval of the Washtenaw County Services Contract for four PSU's from the Sheriff contingent upon Washtenaw Community College signing the contract presented to the board and the county accepting amendments clarifying the services and accountings to be provided. DiPietro supported and motion carried. Water Rates 7-01-01 to 6-30-02: Allison moved approval of the Water and Sewer Utility Rates City to Ann Arbor Township - Water $1.789/100 cubic feet, Sewer $1.901/100 cubic feet; City of Ann Arbor to Ann Arbor Township for Superior Township-Water $1.910/100 cubic feet, Sewer $2.029/100 cubic feet. Ann Arbor Township Customer Rates Water $2.534/100 cubic feet, Sewer $2.510/100 cubic feet; Ann Arbor Township to Superior Township Water $2.102/100 cubic feet, Sewer $2.233/100 cubic feet. Braun supported and motion carried. Water and Sewer Easement between U of M and KLB/Earhart: Gaugler reviewed his memorandums of August 13, 2001 and August 9, 2001. Dan Engel, KLB/Earhart was in attendance to answer questions. Moran moved to table the water and sewer easement agreements with the U of M until legal descriptions and other issues are resolved. Allison supported and motion carried. Allison moved to direct the Zoning Inspector to not issue Foundation or Building permits for KLB until such time as the conditions of the PUD Agreement and Final Site Plan are met; specifically, clarification of the use as a corporate headquarters. Moran supported and motion carried. Zoning Ordinance Amendments: Moran moved to send to the Planning Commission for discussion and setting a public hearing for the proposed amendments to the Zoning Ordinance. Allison supported and motion carried. Budget Amendments: Deferred until September and not addressed at this meeting. Public Hearing for IMRA. Moran moved to set the public hearing for IMRA America Industrial Facilities Exemption Certificate petition for September 17, 2001. Braun supported and motion carried. Claims Listing: Moran moved approval of claims listing for August 1, 2001 in amount of $196,583.55 and August 15, 2001 in amount of $33,975.62. Allison supported and motion carried. Fire & Safety: No report. Chief Ericson reported next Fire & Safety meeting will be September 5, 200l. Planning Commission: Moran reported for the August 6, 2001 Planning Commission meeting. Non-Agenda Items: Sam Thomas was in attendance to discuss unfinished site plan issues of Parkview subdivision on Old Earhart Road. He will work with homeowners to agree on an acceptable landscape plan for Planning Commission decision of minor or major change to the approved PUD on September 4, 2001. He is prepared to do paving, but would prefer to wait until the final two homes are nearer completion. Engineer Gaugler gave the members a summary discussion of pertinent information regarding community participation in improving the quality of stormwater runoff contributing to the nation's waterways. Legislation is being implemented at both the national and state levels to require National Pollutant Discharge Elimination System (NPDES) permits for the regulated discharge of stormwater.
Gaugler told the Board that the United Association of Plumbers & Pipefitters
held a groundbreaking ceremony for a building at the Washtenaw Community
College and have not presented plans and specifications to the township. Langford reported that the date for the public hearing on the General Development Plan will be set for Monday, October 8, 2001. The Clerk was instructed to publish with one notice 30 days prior and a second notice between 14 and 7 days prior to this date. DiPietro requested that fall newsletter information be submitted by September 17, 2001. Moran moved to adjourn, Forshee supported and motion carried. Meeting adjourned at 10:20 p.m. Catherine A.
