ANN ARBOR CHARTER TOWNSHIP
Present: Supervisor Langford, Clerk Catherine Braun, Treasurer Virginia Forshee, Trustees John Allison, Richard Dieterle, Della DiPietro and Michael Moran. Also Attorney Sandra Sorini and Engineer Roger Gaugler. No one requested to speak during Citizen Participation. Allison moved to amend the agenda to add the actions taken by the board in closed session as Item III-A. Moran supported and motion carried. Allison moved approval of the February 19, 2001 minutes with the following corrections Page l last paragraph, add The Board accepted these documents as fulfilling those items in the service agreement with Washtenanw Potawatomi Land Trust. Page 2 add to non-agenda items - Allison requested an update to K. Srinivasan letter concerning the residence at 4901 N. Dixboro. Moran supported and motion carried. Allison moved approval of actions taken in closed session. Dieterle supported and motion carried. Moran
moved to table the annexation release of James Kibbie, 2205 Pontiac Trail. Peter Deloof Attorney for HCR, Max Ferentinos HCR Manor Care staff representative, Karl Kleitsch and Earl Ophoff MCI, Frank DelVecchio, Supervisor Right of way Division and Roy Townsend, Engineering Director Washtenaw County Road Commission were in attendance for discussion of the HCR Parking Expansion. Allison moved approval of HCR amendment to PUD area plan dated March 15, 2001 - consisting of nine sheets subject to the following conditions: 1) Within 30 days and prior to issuance of a building and grading permit an interim parking plan must be implemented to provide sufficient parking at Washtenaw Community College or elsewhere to ensure lawn parking does not occur. 2) Petitioner must comply with consultant's reports including Engineer Gaugler's report of March 1, 2001 and March 15, 2001, the Township Planner's Report, dated November 1, 2000, and the March 2, 2001 Fire Chief's Report. 3) Execution of an escrow agreement in a form satisfactory to the Township counsel guaranteeing the three (3) year survival of plantings to be made in 2001 under sheet 6 of; the Area Plan, providing for an escrow deposit of $7,500 prior to issuance of a building permit. 4)
Execution of an escrow agreement in a form satisfactory to the Township
counsel guaranteeing installation of the year 2003 landscaping in accordance
with sheet 7 of the Area Plan within thirty (30) days after completion
of final grading of the relocated Huron River Drive (or as soon as weather
permits), and the three (3) year survival of such plantings, providing
for an escrow deposit of $23,000 for installation of the landscaping and
$7,500 for the three (3) year survival of such plantings prior to issuance
of a building permit. Krysten Palko was in attendance to request approval of a Conditional Use Permit for AT&T to erect a proposed 180' monopole to be located on the Ann Arbor Township water tank site off Plymouth Road. The monopole will have the ability to accommodate four carriers. Allison moved approval of the Conditional Use Permit contingent upon board approval of the site license agreement with AT&T and contingent upon approval by the board of access agreements and compliance with consultant's reports. Call: Ayes Braun, Dieterle, Moran, Langford, Allison, Forshee, DiPietro. Tom Davis of Fiber Link was in attendance to request right-of-way approval to put Fiber Optic Cable in the township. Lineal footages and correct plans had not been provided. Braun moved to table for additional information as the application is incomplete. Allison supported and motion carried. Forshee
moved approval of the UM Heart Care Stampede of Races to be held on April
7, 200l at Domino's Farms. Insurance Certificate has been received by
the township. Dieterle reported for Fire and Safety that union negotiations were on going. Moran
moved approval of the February 28, 2001 claims listing in amount of Langford stated the Personnel Committee has not met. Moran reported on March 5, 2001 Planning Commission meeting. Public Comment was made by Mitchell Rhode and Kim Wilkins regarding the Northside Commons development, specifically with regard to the proposed sewer line. Gaugler requested that The City of Ann Arbor be placed on the April Agenda for granting of required permits for the proposed sewer line through the township. Allison requested a report on 4901 N. Dixboro and the placement of issues related to homes at 4141 Thornoaks and 475 Huntington Drive on the April Agenda. Meeting adjourned at 9:30 p.m.
