ANN ARBOR CHARTER TOWNSHIP
BOARD OF TRUSTEES MEETING
MONDAY, FEBRUARY 19, 2001


Supervisor Elizabeth Langford called the regular monthly Board of Trustees meeting to order at 7:30 p.m. at the Township Hall, 3792 Pontiac Trail, Ann Arbor, MI 48105.

Present: Supervisor Langford, Clerk Catherine Braun, Treasurer Virginia Forshee, Trustees John Allison, Richard Dieterle and Michael Moran. Also Attorney Sandra Sorini. Absent Trustee Della DiPietro.

During Citizen Participation several people spoke against the proposed "Go Like the Wind School".

Braun moved to amend the agenda to add AT&T as A-2 and Mister Rubbish as A-3 and to add under E-2 replacement member for Board of Review. Forshee supported and motion carried.

Allison moved approval of the January 15, 2001 minutes with the following corrections page 2 - beginning of paragraph 2 add - Allison clarified that the map and related discussion under tab 3 & 4 of the Go Like The Wind binder showing densities of adjacent properties in error and that the Radrick Meadows PUD was approximately 1 DU/acre as listed. Allison noted and expressed concern that, under tab 7, the traffic study showed that westbound traffic from the site had a 282 sec/vehicle delay and a level of service "F" which is the worst ranking possible. Page 3 - paragraph 5 spelling of last name Elizabeth Worzalla. Moran supported and motion carried.

Allison moved to adopt the Resolution to Deny Conditional Use Permit and Wetland Permit for Go Like the Wind Montessori School attached to these minutes. Moran supported. Roll Call: Ayes: Allison, Langford, Moran, Dieterle, Forshee, Braun. Nays: None. Absent: DiPietro.

Barry Lonik, Executive Director Washtenaw Potawatomi Land Trust presented the board with the Environmental Assessment Report for David Braun property, located in Section 5 of the Township. Mr. Lonik prepared the report from a visual inspection of the land, conversations with the owner and certain public records, which are described in the Assessment. He also provided the board with a summary of the appraisals of the property before execution of a conservation easement and after. The Board accepted these documents as fulfilling those items in the service agreement with Washtenaw Potawatomi Land Trust.

Brad Riggs, Prudential Dickson Hughes was in attendance to discuss AT&T lease negotiations. The board reviewed the proposed financial terms set forth in Mr. Riggs letter of 2-12-01. Attorney Sorini was directed to prepare a draft of a Site License Agreement.

Steve Dawdy, Municipal Marketing Manager and Jo Denczek General Manager Mister Rubbish were in attendance for further discussion regarding the contract. Allison moved to table for a special meeting on March 5, 2001 at 6:30 p.m. to discuss a new verbal proposal presented by Steve Dawdy. Braun supported and motion carried.

Allison moved approval of Environmental Review Board members David Gidley and Linda Young terms to expire September 2003 and John Allison term to expire November 2004. Current members are Kris Olsson and Diane O'Connell terms to expire September 2001. Dieterle supported and motion carried with Braun opposed.

Dieterle moved approval of Paid-On-Call Firefighters pay increase Level 1 FF to $11.00, Level 2 FF to $14.00, Level 3 FF to $17.00 and Training Pay to $10.00 all on a per hour, retro back to January 1, 2001. Braun supported and motion carried.

Moran moved approval of February 1, 2001 claims listing in amount of $188,810.21 and February 4, 2001 for $54,684.83. Allison supported and motion carried.

Moran reported on February 5, 2001 Planning Commission meeting.

Braun moved to appoint Robert Mullins to Board of Review to replace Steven Laffey who resigned due to business commitments. Allison supported and motion carried.

Non-Agenda items: Allison - Board needs to review Fleming Creek Phase 2 punch list. Allison requested an update to K. Srinivasan letter concerning the residence at 4901 N. Dixboro Road.

Moran moved to adjourn. Allison supported and motion carried.

The meeting adjourned at 9:25 p.m.
