I. CALL TO ORDER, ESTABLISH QUORUM

 

II. CITIZEN PARTICIPATION-- 7:30 - 7:45—Citizen Participation on Agenda items only. Call the Township Office for reserved time- 663-3418 - before noon on day of meeting.

 

III. APPROVAL OF MINUTES OF MAY 16, 2005

 

IV. PRESENTATION OF 2004 AUDIT – Presentation by Ken Palka of Pfeffer Hanniford & Palka.

 

V. ANNEXATIONS, ORDINANCES, CONDITIONAL USES, ZONING

A. AZ-16-05 – Parcel I-09-16-390-005. Request by Owner Ingrid Michot for annexation release of one parcel totaling 3.77 acres located at 2018 Pontiac Trail for the purpose of connecting to city water and sewer. Release authorized by AAT at the May 16, 2005 meeting. It was later determined that the parcel was not in Area A as originally believed and the City withdrew its process at its May 17, 2005 meeting. AAT needs to reverse its action of May 16, 2005 and await a petition for release sometime in 2007.

 

B. AZ-18-05 – Parcel I-09-16-390-006. Request by Owner John Morey for annexation release of one parcel totaling 2.0 acres located at 2012 Pontiac Trail to meet April 1 st deadline for annexation so that historical improvement charge will be in effect. The Board tabled this petition at its May 16, 2005 meeting in order to determine whether it was in Area A or Area B. At its May17, 2005 meeting the City of Ann Arbor withdrew its process because the parcel is not in Area A. Petitioner has asked us to withdraw his petition for release.

 

C. AZ-19-05 – Parcel I-09-30-350-003. Request by Owner Sue Dean for annexation release of one parcel totaling 0.17 acres located at 531 Burwood to take advantage of historical improvement charges. Area A.

 

D. AZ-20-05 – Parcel I.09-19-470-002. Request by Owner Sue Dean for annexation release of one parcel totaling 0.68 acres located at 1645 Miller to take advantage of historical improvement charges. Area A.

 

E. CUP-165-05 – Christ the King Church. The church has acquired a long-term lease on the Spiritus Sanctus School on Earhart Road after the closing of thee s by the school. The church wants to use the old school for parish purposes as outlined in their application, and not to run a regular school. At its May 9, 2005 meeting, the Planning Commission recommended approval of a petition for CUP with conditions, and recommended the termination of the previous CUP held by Spiritus Sanctus.

 

F. Amendment of Ordinance For Hazardous Substance Release – To establishcharges for emergency services related to hazardous materials release.

 

G. CenturyTel – Application for issuance of Telecommunications Permit.

 

H. Grading Permit – Discussion of need for grading permit and fee for issuing same. Approved by Planning Commission at its June meeting.

G. Resolution re Fleming Creek Subdivision II Street Lighting Assessment.

 

H. Resolution Regarding 2004 Annexations to City of Ann Arbor.

 

I. Extension of Water Main Under Dixboro Road – The Board previously approved the extension of the water main under Dixboro Road during the construction of the new bridge at a cost not to exceed $16,200. Estimates now indicated the cost to be $23,500. Approval sought to approve funds not to exceed $23,500 to extend water main.

 

J. Michigan Townships Association – Approval sought for membership dues for the period 7-01-05 through 6-30-06. Invoice attached.

 

K. SEMCOG – Approval sought for membership dues for the period 6-15-05 to 6-15-06. Invoice attached.

 

L. Supervisor’s Report— Sheriff’s Road Patrol and Jail Expansion meetings and funding; State PDR meetings with State, County, and actions required to be approved for state PDR funding; Washtenaw Land Trust; Food System Economic Partnership; Utilities Rate Study; Annexation issues; Popkins School.

 

M. Planning Commission— Report by John Allison.
